According to Mexican law, the holder of the NOM certificate must be a Mexican company, which is responsible for the product's quality, maintenance, and reliability. Test reports are issued by laboratories accredited by SECOFI (the Ministry of Economy) and reviewed by SECOFI, ANCE, or NYCE. If the product meets the relevant regulatory requirements, a certificate is issued to the Mexican representative of the manufacturer or exporter, and the product may then bear the NOM mark.
