E-mark certification is a technical requirement implemented by the Economic Commission for Europe (ECE) for vehicles and components exported to its member states. The certification standard is the ECE Regulation. The Economic Commission for Europe is an agency under the United Nations and is not a European organization. Its member states include approximately 60 countries from Europe, Asia, Africa, and Oceania that recognize this certification. Additionally, certificates issued by any member state are mutually recognized by other member states. Since the abbreviation of the Economic Commission for Europe is ECE, E-mark certification is also referred to as ECE certification.
E-MARK Certification Process and Key Considerations
The E-mark certification process can generally be divided into the following six steps. These steps are both independent and interconnected, forming a comprehensive closed-loop process. The general procedure is as follows:(Manufacturers that have already obtained quality system certificates such as ISO 9000 from EU national certification bodies are generally exempt from factory inspections.)
Submit Application:Assist the enterprise in submitting the E-mark certification application to the transportation authority of an EU member state.
Prepare Documentation:Guide the enterprise in preparing the necessary documentation according to E-mark certification requirements.
Sample Testing:The enterprise sends samples to a designated laboratory for formal product testing as required.
Report Preparation:Engineers from the transportation authority compile a report based on the test data and a description of the product's compliance with requirements.
Submit for Review: The engineers submit the complete report and documentation to the certification body for review.
Certificate Issuance:Once the report and documentation are verified, the transportation authority of the EU member state issues the E-mark certificate. (The certification body may conduct periodic or unannounced follow-up factory inspections of the certified product manufacturer.)
